Stage 2 the lower incisors

Is it possible to position the lower incisors in good relationship to the PIP for the upper incisors? Can the required lower incisor position be achieved by orthodontics alone? If not, it will be necessary to modify the PIP for (he upper incisors (which may not be feasible), accept a treatment goal with a less than ideal incisor relationship, or consider surgery to the mandible.
